  1. India has a well developed and managed system at the root level since ancient times.
  2. This administration at the root level is carried by Panchayati Raj Institution.
  3. Panchayat means a committee of five people.
  4. The Panchayati raj institution was under the state government.
  5. From 1993, the 73rd constitutional amendment made the Panchayati raj system legal and election to it was to be carried out every 5 years.
  6. Indian Panchayati Raj:
    • Panchayati Raj consists of three levels:
      • Gram panchayat is selected by the gram sabha.
      • At block level panchayat samiti is established. (c) At the district level zila parishad is elected.
  7. Gram Sabha:
    • Every village organises Gram Sabha.
    • Above 18 years adult citizens are part of it.
    • Election of  Gram Panchayat, Pradhan and make budget by reviewing progress of the village is functions which are carried out by Gram Sabha.
  8. Village level functioning of Gram Panchayat:
    • Gram Sabha elects Gram Panchayat.
    • It has reservation of seats for women and members of SC/ST communities.
    • Sarpanch is elected by Gram Panchayat who heads over the meetings of the Panchayat.
    • Public welfare activities are performed by Gram Panchayat , it looks after the health and education and records of death and birth in the state.
  9. Panchayat Samiti at Block Level:
    • Local level can not solve all the problem arising therefore there is Panchayat Samiti at block level.
    • To monitor and solving problems at the the high level as of a block Panchayat Samiti is at the block level.
    • Panchayat Samiti includes all Sarpanchs of village panchayats, Chairman of Town Area Committee, B.D.O., members of Zila Parishad from the block, all area MPs and MLA’s and representatives of SC/ST and women.
    • The health matter and literacy of the people is monitored and advanced by Panchayat Samiti.
  10. Zila Parishad at District Level:
    • Highest level is maintained by Zila Parishad.
    • It is consisting  of Chairman of all Block Samities, area MP’s and MLA’s, five representatives from each registered cooperative society, and one representative each of registered social reform committees.
    • Functioning of Block Samities is coordinated by Zila Parishad.

Question 1. What problem did the villagers in Hardas village face? What did they do to solve this problem?

Answer: Villagers of Hardas village faced this problem:

  1. Water shortage.
  2. Water level is below the drilled hand pump level.
  3. Water was fetched by the suru river which was 3 Km far.

Solution of this problem was done:

  1. Making an overhead tank and piping the water from the river suru.
  2. Cleaning the hand-pump and cleaning the wells for this season.
  3. Watershed development is done as the final solution.

Question 2. What, in your opinion, is the importance of the Gram Sabha? Do you think all members should attend Gram Sabha meetings? Why?

Answer : Gram Sabha Importance:

  1. Gram Panchayat is elected bythe member of Gram Sabha.
  2. It keep watch on their work and can question Gram Panchayat work. 
  3. In meeting local problems are discussed .

Problem solution can be recommended by the Gram Sabha.

Yes, I think that the members of Gram Sabha members must attend this meeting as the decisions can be taken in by keeping  the diverse background of the members and the knowledge of the Gram Sabha member and their problem analysis is better understood only well when root people are involved.

Question 3. What is the link between a Gram Sabha and a Gram Panchayat?

Answer : Gram Sabha and a Gram Panchayat are linked by the following:

  1. Gram Panchayat is elected by the members of Gram Sabha.
  2. The Gram Sabha can question the Gram Panchayat.
  3. Gram Panchayat elected member are kept in strict vigilance of the Gram Sabha members.

Question 4. Take an example of any one task done by a Panchayat in your area/nearby rural area and find out the following:

  1. Why it was taken up.
  2. Where the money came from.
  3. Whether or not the work has been completed. 

Answer:

  1. Middle school building needs to be constructed by Panchayat.
  2. The money came from state government and the panchayat fund.
  3. According to the time frame work was completed.

Question 5.What is the difference between a Gram Sabha and a Gram Panchayat?

There is no election for to become the member of Gram Sabha.Gram Sabha elects the members of Gram Panchayat.
All above 18 years are the members of Gram Sabha.Members of Gram Panchayat  are Ward members, Panchs and Panchayat president.
This body are permanent.This members are elected after every 5 years.
They check and balances the working of Panchayat members.They listen the need, demand or advise of Gram Sabha.
  

Question 6: Read the following news item.

Nimone is a village on the Chauphula-Shirur Road. Like many others, this village has also been facing a severe water shortage for the last few months and villagers depend on tankers for all their needs. Bhagvan Mahadeo Lad (35) of this village was beaten with sticks, iron rods and axes by a group of seven men. The incident came to light when some villagers brought a badly injured Lad to hospital for treatment. In the FIR recorded by the police Lad said that he was attacked when he insisted that the water in the tanker must be emptied into the storage tanks constructed as part of the water supply scheme by Nimone Gram Panchayat so that there would be equal distribution of water. How ever, he alleged that the upper caste men were against this and told him that the tanker water was not meant for the lower castes. Adapted from Indian Express, May 1, 2004

Why was Bhagvan beaten? Do you think that the above is a case of discrimination? Why?

Answer:

  • Bhagvan was beaten because he was demanding equal distribution of water and the upper caste wanted all for themselves.
  • Yes, the above case is of discrimination on the base of castes as the upper caste people has taken the water tanker and beaten a person for demanding equal distribution of water.

Question 7. Find out more about watershed development and how it benefits an area?

Answer : Watershed development conserve, recharge and judiciously use of the water resources like, underground water, rivers etc. and lands within the watershed area. Watershed development in an area benefit:

  1. The land become fertile and it supports the growth of trees, plants and cultivation.
  2. Preservation of water and its resources is done.
  3. It Prevents soil erosion
